Assessment of Nationwide Readiness for Urban Regeneration in a Central Asian Country

This work, conducted on behalf of the government of a Central Asian country and through the World Bank, included a thorough review of legislation and an institutional framework for urban-regeneration projects in areas prone to natural disasters (e.g., earthquakes, flooding). We analyzed national and regional laws and institutional mandates and examined recent  regeneration projects and the policy and financial instruments that were used in their planning and implementation. Our work integrated policy research on the nation’s housing market dynamics, types of tenure, housing finance system, and recent developments in the nation’s housing policies. As a result, we were able to suggest financing schemes and tools tailored to the country’s legal and institutional context.
