Operational Guidelines for Rebuilding Historic Cities after Major Disasters

Building on the CURE framework, Eparque developed operational guidelines for the staff of the World Bank and similar agencies on how to integrate cultural planning in rebuilding cities after disasters. The operationalization of the CURE Framework has four phases:
Damage and Needs Assessment/Scoping: Assess damage to tangible and intangible cultural heritage, tourism, housing, historic urban areas, services, and infrastructure.
Policy and Strategy Development: Design the policies and strategies necessary to translate the damage and needs assessment into redevelopment plans and planning regulations, ensuring that all stakeholders and communities are fully engaged.
Financing: Identify modalities to finance the reconstruction and recovery process, including public and private financing, as well as other funding sources, the management of land resources, and the development of financing tools and incentives.
Implementation: Set up effective institutional and governance structures, risk management strategy, and communication and engagement strategy.
