Framework Plan for Revitalization of a Historic Walled City in the Mediterranean Region

Eparque was selected to conduct a baseline study and develop a framework plan for revitalization of a decaying historic walled city. The walled city lacked both a clear management structure and self-financing schemes, which had hampered its development of infrastructure and services. Our plan presented a systematic approach to identifying the city’s challenges in managing growth and achieving economic vibrancy. We identified three broad categories of actions the city could take—governance, planning, and physical upgrading and development— and mapped out an approach that would enable the relevant institutions to formulate workable policies for the revitalization of the city. The plan also included risk mitigation and monitoring and evaluation of progress.
