Public-private Partnerships (PPPs) in Inner-City Regeneration in a South Asian Country

Eparque analyzed the country’s PPP infrastructure and legal and institutional framework with an eye toward regenerating its inner cities. At the time, the country’s Ministry of Finance had created a PPP framework (including a secretariat and a nonbanking financial company to provide long-term funding) to support infrastructure and service delivery. The government had also established a revolving fund to pay for transaction advisers, structuring, and implementation. Within this context, we worked out a means for city governments to obtain national PPP support for their inner-city regeneration projects. Given existing PPPs and laws, we suggested a breakdown of projects into water/sanitation, transport, and social infrastructure, and we recommended participation in several PPP schemes rather than attempting a single PPP for a particular inner-city regeneration project.
